Ethan, I feel would benefit as we have tried a Rifton Bike, during Physical Therapy sessions I was told by Therapist that his insurance wouldn't cover the bike.
He has had minimal engagement His low tone needs more resipical motion as this would also help in engaging his core muscles regarding other medical issues he is faced with one being Gastrointestinal issues.
