Axel has a large head therefore not a lot of balance or control or his body on top of having brain damage. He loves wiggling and being in his chair and taking walks outside in his wheelchair --- but he needs more ways to exercise. He loves being outside with his cousins and this would be an amazing way for Axel to join in on some of the fun.
